Rail: Handbook for International Contingency Management

On 12 August 2017, because of an incident near the German city of Rastatt a highly used rail track section was closed for all traffic for nearly two months. This event obviously provoked financial losses and many problems in terms of capacity and interoperability especially because that section represents a key part of the Rhine-Alpine rail freight corridor and connects the ports of Rotterdam, Hamburg and Antwerp to Switzerland and Italy.

The European Commission, with the intent to avoid the recurrence of these issues, has recently created Handbook for International Contingency Management containing all the possible measures to mitigate such incidents more effectively in the future.

Excellence in Road Safety Awards 2018: Commission rewards initiatives in Slovenia, France, the UK, Spain and Hungary

On 26 June 2018, Commissioner for Transport Violeta Bulc presented the Excellence in Road Safety Awards 2018 to six organizations from five Member States. The Award is aimed to contribute in improving road safety and saving lives on our roads, acknowledging inspirational and innovative initiatives under the umbrella of the European Road Safety Charter.

Awards went to the following organizations:

  • VOZIM, an association fighting reckless driving (Slovenia),
  • Association Prévention routière (France),
  • Community Speed Watch Online (United Kingdom),
  • Aigua De Rigat SA, offering water services (Spain)
  • Concello de Naron (Spain), and
  • KTI research institute (Hungary).

New system deployed to prevent unsafe aircraft from entering European airspace

On 14 June 2018, following the updated air safety list published by the European Commission and the general European Union’s endeavour to make European airspace as safe as possible, Eurocontrol started to deploy a new system to prevent unsafe aircraft from entering European airspace.

Thus, since November 2016, any non-European aircraft entering the Union has to have a single safety authorisation valid throughout Europe called “third country operator authorisation” or TCO.

The new safety system will have the ability to alarm the Air Traffic Controllers of all Members States that an aircraft, which does not have such an authorisation, is trying to fly to the Union.

Commission puts forward action plan to improve security of rail passengers in the EU

On 13 June 2018, the European Commission presented the new action plan aimed to improve the security of rail passengers and staff in the EU. The action plan is included within a novel framework based on new fields of cooperation and coordination.

The main objective of the plan is to prevent any possible terroristic attack targeting rail services by creating an effective cooperative environment and providing for recommendations that will help Member States in the coordination of rail security actions in an efficient way.

Transport Council: Ministers support 3 initiatives of the Commission for clean and competitive mobility

On 7 June 2018, in Luxembourg, the European transport ministers agreed on three proposals put forward by this Commission in order to support the competitiveness and sustainability of the mobility sector. Specifically, Ministers agreed upon the following initiatives:

  • New rules aimed to safeguard competition in air transport, as part of the “Open and Connected Aviation” strategy tabled by the Commission a year ago;
  • European rules providing incentives for ships to dispose of their waste on land, rather than dumping it at sea;
  • Common specifications for a European electronic toll service.

EU Budget for the Future: Connecting Europe Facility

The European Commission has recently proposed a pragmatic, modern, long-term budget for the 2021-2027 period. In the field of transport investments, the Connecting Europe Facility (CEF) plays a leading role in delivering European added value. For this reason, the EU is continuing to invest in connectivity and in connecting Europe.

In this context, the future programme will deliver connected, smart, sustainable, inclusive, safe and secure mobility. The proposed budget for CEF Transport is €30.6 billion including a general envelope of €12.8 bn, and a cohesion fund allocation of €11.3 bn. Finally, a dedicated budget of €6.5 billion is foreseen through the Connecting Europe Facility.

Europe on the Move: Commission completes its agenda for safe, clean and connected mobility

Becoming a leader in the field of innovation, digitization and decarbonbisation is the goal the President Junker set out for the EU in 2017. Thus, on 17 May 2018, following the previous “Europe on the Move” of May and November 2017, the Juncker Commission has established a third and final set of measures to reach the aforementioned goal.

The major aim in this context is to allow all European citizens to benefit from safer traffic, less polluting vehicles and more advanced technological solutions. Thus, the third set of measures consists of:

  • an integrated policy for the future of road safety with measures for vehicles and infrastructure safety;
  • the first ever CO2 standards for heavy-duty vehicles;
  • a strategic Action Plan for the development and manufacturing of batteries in Europe;
  • a forward-looking strategy on connected and automated mobility.

With this third “Europe on the Move”, the European Commission is accomplishing its ambitious agenda for the mobility modernization.

€450 million available to support key European transport projects

On 17 May 2018, the European Commission launched the 2018 Connecting Europe Facility (CEF) Transport call for project proposals that opens co-financing possibilities for projects supporting the policy orientations of the Third Clean Mobility Package – transport digitalisation, road safety and multimodality.

The dealine is on 24 October 2018 and the indicative budget is about €450 million. In order to provide more detailed information about the call, a virtual information day will take place on 31 May 2018.

8th SESAR Innovation Days: Call for contribution

On 3-7 December 2018, the University of Salzburg (Austria) will host the 8th edition of the SESAR Innovation Days.

The SESAR Innovation Days represent the main instrument to share progress and disseminate results of its exploratory research programme. Unlike other scientific events in Air Traffic Management (ATM) research, the SESAR Innovation Days focus explicitly on exploratory research.

Commissioners Bulc and Arias Cañete welcome the IMO agreement on CO2 reductions in the maritime sector

On 13th of April 2018, the International Maritime Organization (IMO) reached the agreement on an initial strategy to reduce greenhouse gas (GHG) emissions from international shipping.

In this context, Violeta Bulc – Commissioner for Transport – and the Commissioner for Energy and Climate Action Miguel Arias Cañete issued the following statement:

The agreement reached today at the IMO is a significant step forward in the global efforts to tackle climate change. The shipping sector must contribute its fair share to the goals of the Paris Agreement.

It contains a clear GHG emission reduction objective of at least 50% by 2050, compared to 2008 levels, with a view to phase out the GHG emissions of the sector as soon as possible in this century. It is also accompanied by a comprehensive list of possible reduction measures, including short-term measures. While the EU had sought a higher level of ambition, this is a good starting point that will allow for further review and improvements over time.

The EU and its Member States played an instrumental role in brokering and securing this deal with our international partners. This is another example of the EU becoming a stronger global actor to spur strong and credible climate action.

For this initial strategy to succeed, it is now crucial that effective reduction measures are swiftly adopted and put in place before 2023. Preparations on longer term actions should also begin.

The EU is committed to continue playing an active role and pursue strong and credible global action on shipping emissions. We will continue to engage with all international partners, as we did this week in IMO.”

16-18 May 2018: EU EIP Member States Supervisory Assembly 2018 – Workshop on ITS Roadmap Brussels – Belgium

On 17-18 May 2018, it will take place the Platform Member States Supervision Assembly. In conjunction with this event, on 16 May 2018 it has been organized a Workshop in order to facilitate the development of road ITS deployment plans connected to CEF corridors.

The workshop is aimed to address the following topics: the measures supporting a corridor perspective in ITS deployment; incentives and other drivers, and which ITS service packages that are supporting a corridor perspective.

23 April 2018, Brussels: Stakeholder Workshop Evaluation of the ITS Directive

On 23 April 2018, Brussels will host an ad hoc Workshop for stakeholders about the Evaluation of the ITS Directive.

Thus, Intelligent Transport Systems (ITS) apply Information and Communication Technologies (ICT) to transport. In this field, the ITS Directive creates a framework supporting the coordinated and coherent development and use of Intelligent Transport Systems within the European Union.

In order to assess to which extent the ITS directive contributed to the faster and more coordinated deployment of ITS, it is established an Evaluation, aimed to understand if the Directive needs improvements or not.

The aforementioned Workshop is designed for the stakeholders providing for an opportunity to present and discuss the preliminary findings of the evaluation with experts and other stakeholders.

Transport Research and Innovation Achievements Report 2017

On 22 March 2018, it has been published the 2017 edition of the “Transport R&I Achievements Report”.

The Report provides for an overview on the successfully completed European transport projects, highlighting their capacity to address key policy objectives of the European Union and to turn their outcomes into economic value. Furthermore, one of the main focus is placed on their positive impacts on the quality of life of European citizens.

The report also shows how Transport R&I at the European level is able to contribute in the addressing of major societal challenges by providing for a list of the partners involved within the projects and their most relevant achievements.

Vienna, Igoumenitsa and Turda take home European sustainable mobility awards

On 21 March 2018, the European Commission announced the winners of the EUROPEANMOBILITYWEEK Award 2017 and 6th Award for Sustainable Urban Mobility Planning (SUMP) during a ceremony in Brussels (Belgium).

In the context of the EUROPEANMOBILITYWEEK Award 2017, Vienna was named the winner among the large municipalities, while Igoumenitsa was chosen as the winner of the newly added EUROPEANMOBILITYWEEK category for smaller municipalities (below 50,000 inhabitants).

The winner of the 6th Award for Sustainable Urban Mobility Planning (SUMP) is Turda (Romania).

During the ceremony, Commissioner for Transport Violeta Bulc said: “My congratulations to each of the award winners. Clean Sky 2: the eight Call for Proposals will be soon launched

The eighth Clean Sky Call for Proposals (CfP08) is expected to be launched mid-April 2018 through the European Commission’s H2020 Participant Portal.

Nowadays, a first version of topics’ list and topics’ description is available within the Clean Sky 2 website, in order to collect a series of preliminary information.

The document contained within the website represents a useful way to acquire this kind of information because it contains the main rules for the participation and the indicative budgets. Furthermore, it is aimed to explain any topic in details.

Moreover, Clean Sky will organize a tailored Info Day and it will established a period when it will be possible to send answers directly to the JU through the dedicated Call functional mailbox.

M-ERA.NET Transnational Call 2018 is open

On 13 March 2018, the M-ERA.NET Transnational Call 2018 has been launched. 33 funding agencies from 24 countries participate to the Call providing for a total budget of more than € 23 Million.

The main objective of the Call is to fund ambitious transnational RTD projects in the field of materials research and innovation activities including materials for low carbon energy technologies and related production technologies.

The Call 2018 includes these thematic areas:

  • Multiscale modeling for materials engineering and processing (M3EP)
  • Innovative surfaces, coatings and interfaces
  • High performance composites
  • Functional materials
  • New strategies for advanced material-based technologies health applications
  • Materials for additive manufacturing

International Ministerial Conference “Connecting by Inland Navigation”

International Conference on Inland Water Transport in Wroclaw, Poland, on 18 – 19 April 2018, organized by the United Nations Economic Commission for Europe and the Ministry of Maritime Economy and Inland Navigation of Poland.

The aim of the conference is to bring together high-level representatives of international institutions, leaders and decision makers involved in the development of transport and to draw their attention to the need to develop the inland waterway transport sector. The International Conference on Inland Water Transport is also aimed at increasing the focus of policy on fostering the role of inland water transport, encouraging countries to maximize the potential of inland waterways and addressing the challenges of sustainable development of mobility with reference to inland water transport. The assemblage of international community representatives is going to constitute an occasion to build up their awareness of issues related to inland water transport both in and outside of Europe. One of the main objectives of the conference is to enhance both the European and the international perception of the opportunities offered by inland waterway transport. Debates and sessions will focus on the development of key infrastructure for the improvement of navigation, digitalization and data exchange, as well as ecology, education and other crucial issues of the sector.

ETNA2020 Brokerage Event and InCo Workshop @ TRA2018

From the 16th to the 19th April 2018 the TRA 2018 (https://www.traconference.eu/) will take place in Vienna. The event, covering all modes of transport: Road, Rail, Waterborne, Aviation, Cross-modal, ecc., will include a broad spectrum of research and innovation activities, which will range from basic research to application-oriented engineering, social, technical and economic aspects, as well as policies and standards. In the context of TRA2018, ETNA2020 in cooperation with Enterprise Europe Network organises a 3-day Brokerage Event (17-18-19 April 2018) and a Workshop on International cooperation (18 April 2018, agenda) where the mechanisms of the Inco-flagship twinning in H2020 projects will be discussed.

During the BE, organisations looking for partners for the calls 2019 of the Transport Work Programme will have the opportunity to present themselves and their project ideas in 2 different ways:

European Commission announces sustainable mobility award nominees

The European Commission recently revealed the finalists of the EUROPEANMOBILITYWEEK Award and the Award for Sustainable Urban Mobility Planning (SUMP).

The EUROPEANMOBILITYWEEK Award is appointed to local authorities demonstrating their efforts in the field of the promotion of sustainable urban mobility, while the SUMP Award honors outstanding sustainable urban mobility planning.

The finalists for the EUROPEANMOBILITYWEEK Award 2017 are:

  • Granada (Spain)
  • Prague (Czech Republic)
  • Vienna (Austria)

Furthermore, for the first time, a category for towns and cities with under 50,000 inhabitants has been included as part of the EUROPEANMOBILITYWEEK Award. Thus, the EUROPEANMOBILITYWEEK Award 2017 finalists for municipalities with less than 50,000 inhabitants are:

  • Igoumenitsa (Greece)
  • Lindau (Germany)
  • Tivat (Montenegro)

However, the finalists of the 6th SUMP Award are:

Connecting Europe Facility on track to deliver results

On 13 February 2018, the European Commission adopted the report about the mid-term evaluation of the Connecting Europe Facility (CEF).

CEF is a fundamental European funding tool aimed to promote growth, jobs and competitiveness through targeted infrastructure investment at the EU level.

The evaluation highlighted the great performance of CEF in relation to its objectives and what has been achieved so far. Furthermore, the report identified the key role of CEF as creator of added-value in particular for the completion of the TEN-T core network by 2030 and for the low-emission mobility ambition.

The European-Pacific Partnership for ICT collaboration in research, development and innovation (“EPIC”) aims to strengthen the ties between Australia, Singapore and New Zealand through academic, industrial, and political partnerships. Thus, these countries traditionally represent strong economic partners for Europe.

In this field, EPIC is looking to increase Research Collaboration between Singapore and the EU in ICT and related- including transport and for this reason, it has realized a network of researchers in Singapore that are interested in cooperating with EU projects and having an expertise in Autonomous Road Transport.

The DT-ART-01/02-2018 call is especially interesting as it specifically mentions participation from Singapore.

EC Report “Batteries, a major opportunity for a sustainable society”

In the context of the European on-going transformation toward an efficient low-emission transport and a sustainable energy economy, the DG Research and Innovation (on behalf of the European Commission) has realized the Report “Batteries, a major opportunity for a sustainable society”.

Batteries have a relevant role in the field of energy storage. This is the reason why the EC always continues to foster battery research and innovation.

Thus, increasing the deployment of batteries in the transport and energy sectors may contribute to achieve the EU’s environmental and socioeconomic policy goals of decarbonisation, improving air quality and increasing industry’s competitiveness.

The Report, in order to analyze the role of batteries in the field of both transport and energy systems, is mainly focused  on three focus areas:

  • the transformation towards low-emission transport;
  • the production and storage of electricity from renewable energy sources;
  • the establishment of a sustainable and efficient value chain for batteries.

Calling urban mobility and manufacturing innovators: competition for new EIT innovation communities launched

The European Institute of Innovation and Technology (EIT) has recently launched a competition for new Innovation Communities in the areas of urban mobility (EIT Urban Mobility) and added value manufacturing (EIT Manufacturing).

The winners will have the possibility to join Europe’s largest innovation community in order to bring solutions to European citizens.

The proposals should be submitted by partners from business, higher education and research institutes with the aim to tackle societal challenges by developing innovative products, tools and services.

This competition is open until July 2018 and the winners will be announced in December 2018.

In this field, the EIT has organized an Info Day on 13th February 2018 in Brussels.

UK participants under Horizon 2020

The European Commission recently published a note on the eligibility of UK participants under Horizon 2020 referring to the existing terms and conditions of the EU research and innovation framework programme agreements:

“Please note that until the UK leaves the EU, EU law continues to apply to and within the UK, when it comes to rights and obligations; this includes the eligibility of UK legal entities to fully participate and receive funding in Horizon 2020 actions. Please be aware however that the eligibility criteria must be complied with for the entire duration of the grant. If the United Kingdom withdraws from the EU during the grant period without concluding an agreement with the EU ensuring in particular that British applicants continue to be eligible, you will cease to be eligible to receive EU funding (while continuing, where possible, to participate) or be required to leave the project on the basis of Article 50 of the grant agreement.”

However, the termination of projects is not automatic or obligatory. Even if UK partners cannot continue to receive funding from the European Commission because the UK is no longer one of the countries eligible for funding, the UK Government has guaranteed funding for successful bids submitted by UK participants before departure, including those that are successful afterwards. Third country (non EU) participation is routine in Horizon 2020 and often supported with national funding (i.e. China, Korea, Brazil, USA, etc.).

Finally, in a speech, Commissioner Moedas recently reasserted that “Horizon 2020projects will continue to be evaluated based on merit and not on nationality. So I urge the European scientific community to continue to choose their project partners on the basis of excellence.”. This is in line with European Commission guidance for evaluators of Horizon 2020 proposals which states that “experts should not evaluate proposals with UK participants any differently than before”.

Italy-South Africa matchmaking event on Aerospace

On 4th– 5th of December 2017, the Italian Embassy in South Africa will organize the “Italy-South Africa matchmaking event on Aerospace” in cooperation with the National Aerospace Centre (NAC), the Commercial Aviation Manufacturing Association of South Africa (CAMASA), the Gauteng Growth and development Agency (GGDA) and the Italian Trade Commission (ICE).

The event is open to Italian and South African stakeholders in the context of aerospace research, technology and industry (such as Private Sector, Universities and Research Institutes, Industry Associations, Innovators, SMMEs, Public Authorities and Policy Makers).

The topics addressed will be Aerospace Industry Clustering, Space Technologies and Projects, Advanced Manufacturing & Materials, Mega Aerospace Projects.

The matchmaking event will be hosted by the International Convention Centre (CSIR) in Pretoria, South Africa and it is free of charge.

Etna2020 in partnership with the Slovenian transport NCP is organizing the fourth training to beginners and those who have not succeeded so far applying for grants within “Smart, green and integrated transport” of H2020.

The training is organized in Ljubljana, Slovenia, on 8th of November 2017 following the “Transport and Research in the Danube region

This is a unique opportunity to get help and inspiration in the competitive business of drafting H2020 proposals. The interventions will be done by experienced project managers, as well as expert evaluator. There will also be a testimony from a successful project coordinator. See the agenda

EU Prize for Women Innovators

The European Commission has launched the 5th edition of the EU Prize for Women Innovators to honour women entrepreneurs who have achieved important innovations bringing also them to market.

Nowadays women are underrepresented in terms of creating innovative enterprises within the European context so the European Commission created this Prize in 2011 to encourage women innovators to exploit the commercial and business environment and become entrepreneurs.

Carlos Moedas, Commissioner for Research, Science and Innovation, said: “The EU Prize for Women Innovators gives public recognition to outstanding women entrepreneurs and inspires other women to follow in their footsteps”.

The criteria to assign the award are the following: the originality and marketability of the developed product, the economic and societal impact and the leadership role of the contestant.

Workshop on passenger rail security: Brussels, 4 July 2017

On 4th July 2016 the EC DG MOVE organizes a workshop on Transport Rail Security in Bruxelles. The workshop will be mainly focused on three elements: understanding and definition of the issues related to transport rail security, subsidiarity and EU dimension of the problem and finally possible mitigating security actions and their likely impacts.

Indeed, one of the main transport-related achievements of the European Union regards the railway safety and the construction of a trans-European rail network. However, nowadays there is not a sufficient effort about another relevant topic: the railway security. In this context, the lack of security measures represents a European weakness also considering the recent increase of terrorist attacks against rail transport.

The location of the event is the Albert Borschette Conference Centre, rue Froissart 36, 1040 Brussels.

Clean Sky2: Workshop with Member States and Regions

On the 3rd July 2017 in Bruxelles the JU Clean Sky2 organizes a workshop aimed to show to the Member States and to the Regions the relevance of the challenges and the opportunities deriving from the synergies between H2020 and ESIF focusing on the importance of the role played by Clean Sky. This event will also be useful to facilitate the exchange of experiences and best practices and to demonstrate the efficiency of that synergy with some showcases presented by Member States and Regions that already have a successful Memorandum of Understanding  (MoU) whit Clean Sky2.

European Commission launches the Common Dissemination Booster

The European Commission has launched a new service dedicated to dissemination of research projects’ results. The Common Dissemination Booster (CDB) aims at providing 7th Framework Programme and Horizon 2020 Project Consortia with the knowledge and skills to bring together results from several projects that are suitable to be disseminated together, forming a portfolio of project results; to better map and target their stakeholders; and to disseminate projects’ results to targeted potential users at European level and beyond.

The CDB is not substituting nor duplicating existing dissemination activities at individual project level. It aims at maximising the dissemination and exploitation potential by leveraging the synergies amongst related projects with a dedicated service offering. The CDB services aim to bridge the gap between research results and exploitation, by helping the project consortia:

  • concentrate the dissemination on the demand side aspects of knowledge circulation
  • bring together results from several projects that are suitable to be disseminated together, forming a portfolio of projects, showing both alternative and complementary results
  • better map and target the stakeholders
  • ensure that results of Research and Innovation activities are rendered openly available to those who can make best use of it, at European level and beyond, as early as possible, and in an easily accessible, understandable and reusable form
